Summer Breeze meets annually in the month of June to provide an opportunity for BAY Winds students and alumni to rehearse and perform in the summer. The band was founded in the summer of 2016 and regularly welcomes 60-80 musicians back to their joy of playing an instrument in a relaxed and enjoyable setting.
Matthew McCutchen has served on the University of South Florida’s music faculty since 2009, first as the Director of Athletic Bands for nine years and then as the Director of Bands since 2018. His responsibilities at USF include conducting the Wind Ensemble, teaching graduate and undergraduate courses in Conducting, Wind Band Literature, and Music Education, and serving as the Assistant Director of the School of Music.
McCutchen earned a Ph.D. in Music Education with an emphasis in Instrumental Conducting from Florida State University, a Master of Music degree in Conducting from Virginia Commonwealth University, and a Bachelor of Music Education degree from Furman University. Before coming to USF, he taught middle school in Georgia, high school in Virginia, and served as an adjunct instructor at Virginia Commonwealth University for several semesters.
McCutchen is active as a guest conductor and clinician. He is the Artistic Director and Conductor of the Florida Wind Band and the Founder and Conductor of the Bay Area Youth (BAY) Winds, which features many of the finest high school musicians throughout the Tampa Area. He has been published in the National Band Association’s Journal, the 7th and 8th editions, and the “Solos with Wind Band Accompaniment” editions of the Teaching Music Through Performance in Band series, The Instrumentalist, VMEA Notes, and The Florida Music Director. He is the Chair of the National Band Association’s William D. Revelli Memorial Band Composition Contest Committee, is a member of the John Philip Sousa Foundation Legion of Honor Selection Committee, and holds memberships in numerous national and statewide professional organizations. In 2022 he was elected to the prestigious American Bandmasters Association.
BAY Winds is a non-profit organization. We rely on tuition revenue to operate and serve our student membership. Tuition is due and payable before the first rehearsal. This fee includes all instruction, materials, and costs related to concert venues, equipment, music, and operational expenses. Outstanding balances will prohibit students from future BAY Winds auditions and seasons until tuition balances have been paid in full.
Please Note: Tuition does not cover the cost of parking at the university.
Any musician who has played in the BAY Winds since its inception in 2012. All musicians must be in good-standing with the BAY Winds organization.
We know that people travel in the summer, so we only ask that you be able to commit to at least three of the rehearsals and the concert.

Come join the Florida Wind Band and Summer Breeze as we take a musical stroll through America's music history. This concert will celebrate the best of American music while stopping through the Colonial Era with "Yankee Doodle," the National Expansion with "Silverado," and the Revolutionary War with "Chester." This program includes additional American favorites that the entire family will enjoy. The Florida Wind Band will join Summer Breeze on Saturday, July 1st (outdoors) at Carrollwood Village Park at 5:30 pm. We invite you to bring family and friends to picnic and enjoy the festive celebration of this outdoor patriotic performance.
